A short series on recent questions posed in the Scottish Parliament by Green MSP, Mark Ruskell. So SNH are the only consultation body defined in the UK STS regulations. However, the regulations also allow for other consultees to be named – in the case of the CFPA application, SEPA, RSPB and the Highland Council. Lets not forget the one they forgot to name, but did consult, Marine Scotland. Will the new application have the same consultees listed given that both SEPA and RSPB objected to the first application?

To ask the Scottish Government what role Scottish Natural Heritage has in proposals for ship-to-ship transfers.
Answered by Paul Wheelhouse (26/04/2017): Section 2 of The Merchant Shipping (Ship-to-Ship Transfers) Regulations 2010, as amended, define Scottish Natural Heritage as the only consultation body providing nature conservation advice in Scottish waters on ship to ship transfers. Schedule 2 of those Regulations require the Secretary of State for Transport to have regard to any representation made by a consultation body when reaching a licence decision.
