We came across this article: https://www.bunkerspot.com/americas/43646-americas-bill-proposed-to-ensure-safe-ship-to-ship-transfer-operations-in-maine
This refers to attempts to get bill passed to ensure that STS operation in Casco Bay requires a boom to be deployed any time a tanker is loading or unloading oil. This would appear to law elsewhere in Maine. While it won’t prevent a disaster, assuming the correct boom is deployed it would prevent oil going anywhere should it be spilled. Going to back to the petrol station analogy (STS is no different from filling up your car), this seems a really sensible move. It might help the poor residents of Southwold that are plagued by the effects of low level spills. Probably not an option for the Cromarty Firth due to wave height and current speed.
